Here is what India can do.

Every Point Of Sale (POS) machine at every shop and business unit must send their hourly transactions to the giant bill-collector central server.

If there is a political will, it can track every single transaction.Every transaction should generate a bill automatically with client mobile or email. Imagine 1 crore business units, sending hourly transaction details - Bill number, GST number, Amount, Tax mount, total amount, date & time; assume there are 100 transactions every hour per unit - we get 1 crore * 10 hours of business * 100 transactions per hour = 1000 crore transaction records per day. This is very well possible to get this done in a BigData to analyze the transactions. A unit cannot consistently hide transaction patterns from the government.

The other big issue is that - what if the business unit does not report transactions, but deal with cash (black money)? The first check is to ensure that all units must provide a bill; if bill is not provided, there must be rigorous punishment to the business unit.

Now empower the customers to have an app to scan the bill and send the above required details from the bill. If a customer sends a bill and the shop has not reported a bill, that indicates that the business unit is hiding bills (may be issuing bogus bills to customers without reporting to the government).The next question:

What is the incentive for the customer to send the bill to the government? Give additional tax benefits to the customers who provide electronic bill details to the government when they file tax returns.

The whole system must will not interfere with the performance/speed of any other applications, because this one is just sending data and not waiting for someone to respond/authorize etc. But the analysis from the big data can throw a great deal of intelligence to the government.
